Decoding Diagnostic

A student is given the decoding diagnostic and it is indicated that he would benefit from an intervention P-5 vowel pairs. The teacher has not covered vowels pairs with the class yet. Should she intervene on a skill that the student has not been taught, back up and do P-4, so select an entirely different intervention?
